Here we have a question of whether or not a defined leader is necessary for running a war; the answer in the short term is that mostly likely that is not a necessity for a war, especially with the contemporary war machine like armed forces. Rather it is only in the definition of how that war is won and or ended that leadership truly is require. As Iran is not the initiating party, or Aggressor State, then they can operate on Defensive Stances for quite some time before the need to establish an actual leadership position. And as long as the war is going to primarily be hosted in their own areana, home field advantage also precludes the necessity of an established leadership.
