And here we have a side in this new war being forced to reconcile the lack of a budget to actually fight that war. WHich is profoundly different than defining the win criteria of th conflict. It is highly likely, that in modern global logistics, the supply chain which is represented by a budget is much more vital to the efforts at fighting the conflict than having a public poster figure leading a state.
